Ministry of Public Works
Under Kira’s term as Minister of Public Works, the ministry was organized into three departments: Department of Infrastructure, Department of Land Management, and Department of Public Services. Each Department was headed by a Deputy Minister and given its own budget and resource allocation.
Linna Newhaven continued her work with Kira by acting as Kira’s Head Administrative Assistant and Office Manager for the core ministry staffing.
Department of Infrastructure
Deputy Minister:
The jurisdiction of the Public Works ministry touched the edges of most other Ministries in the key area of infrastructure. In short, Energy needed power lines, everyone needed roads, and the citizenry needed water, among many other things. The Department of Infrastructure was tasked with the business of ensuring the city was capable of moving resources where they needed to be, so that everyone else could do their jobs. Any utilities and public infrastructure used directly by the public also fell under this category.
Department of Land Management
Deputy Minister:
To help with future development, Land Management helped with developmental zoning, building safety and regulatory compliance, and maintenance of public buildings and structures. Each City District was given a specialized sub-department to ensure the specific needs of the district were addressed. Land management was also given jurisdiction over the natural resources of the area not otherwise under the purview of another ministry, such as Parks and Recreation. Water and waste treatment also fell under Land Management, hough it was soon discovered that the water system of the city had a mind of its own; the Water and Sewage Commission resigned itself to assisting the Department of Infrastructure and managing the usage of public riverside and seaside spaces.
Department of Public Services
Deputy Minister:
In many ways, Public Services was the heart of Kira’s ambitions for public office, and ultimately this was the reason she asked for Public Works when offered a position in Karma’s office. Public Services assisted every other ministry with the physical maintenance of their offices and buildings where it was needed, particularly in their access to the services provided by Infrastructure. Public Services also maintained an Employment Commission for assisting citizens with training and job seeking. The Housing Commission provided assistance to those seeking shelter and shared offices and personnel with the Employment Commission.
Services Provider Network
As part of her interest in Public Services, Kira sent out an open call to both fellow ministries and with private and public organizations to create a Services Provider Network. Kira’s goal was to develop a centralized directory of services and organizations able to assist people within the city with locating needed services regardless of their means. To assist in this effort, field workers would be sent out to high-risk areas to contact potential clients and assess their individual needs.
A request was sent to Health, Education, and Public Safety to also staff caseworkers in their offices. These caseworkers would identify needy individuals and assign field workers to assist public servants in those ministries and take some case work off their hands. The individuals in these roles would be trained, and their salaries paid by the Network. To keep to her campaign promises, Kira only allocated public funds needed to maintain the physical offices and core staff. The rest of the Services Provider Network initial funding came from House Adia funds until the initiative could be proven and accepted by the public as a worthwhile program.
